摘要
2010年上海世博会的各项社会公共服务项目都带有相当大的沉淀成本,政府在世博时期做出的任何一项决策不可只着眼于世博期间的短期效应而忽略了理性思考。因此,有必要讨论世博会政府管理绩效评价体系,以此作为对世博会筹备、运营和后续工作的一个重要控制手段。
Shanghai 2010 Expo is a public service projects with significant sunk costs.Any of the decision government made in the Expo period can not be focused on short-term effects while neglecting rational thinking.Therefore,it is necessary to discuss the Expo performance evaluation system of government which is an important means of control as to the preparation,operation and the follow-up.
