摘要
在金融资本全球化的国际垄断资本主义时代,货币权力是主导权力,通过培育目标国对母国的货币依赖,母国可以获取与其政治经济实力相适应的货币权力。货币依赖取决于全球经济的主要状况、母国及目标国之间的经济政治不对称关系。人民币国际化的现实路径是通过选择人民币离岸市场的战略支点,培育对人民币的货币依赖,逐步脱离美元霸权。作者分别从战略资源、政府独立性、国家金融力量三个方面衡量目标国(地区)抗衡美国的实力基础,从政治外交关系、货币金融关系两个方面衡量目标国(地区)与中国的双边关系,设计了16个具体指标,编制了人民币离岸市场战略支点指数(ROMSSI),对人民币离岸市场的全球战略布局进行定量分析。分析结果认为,英国是全球目前最具优势的人民币离岸市场目标国,中国完全可以利用英国强大的金融优势、敏锐的竞争意识、强烈的共赢意识以及退出欧盟的冲击,引导欧洲地区人民币离岸市场的发展。
In the era of international monopoly capitalism, the currency power isdominant because of financial capital globalization. By cultivating currency dependencein target countries,home country can get currency power adapted to its political and e-conomic power. Currency dependence relies on the main global economic situation,theasymmetric relationship of economic and political between home country and targetcountries. The realistic approach to the RMB internationalization is choosing RMB off-shore market strategic support,cultivating global currency dependence on RMB, andgetting rid of the dollar hegemony gradually. This paper compiles RMB Offshore MarketStrategic Support Index(ROMSSI) to make the quantitative analysis of global strategiclayout on RMB offshore market with 16 specific indexes. There are three aspects tomeasure the strength of the target countries(region) against the United States: strategicresources,the independence of government,the countrys financial strength; and two as-pects to measure the bilateral relationship between target countries and China: politicaland diplomatic relations, currency and financial relations respectively. Results showsthat the UK is the most dominant target country in global RMB offshore market cur-rently, and China should take advantage of UK's strong financial power, keen competi-tion consciousness, and strong sense of mutual benefit, as well as the impact of theBrexit to lead the development of RMB offshore market in Europe.
