摘要
转基因农产品作为现代生物技术高速发展的产物,被广泛应用于农业生产,为人类解决粮食短缺、环境恶化等问题提供了新的思路,但是转基因农产品的安全性一直饱受争议。鉴于此,本文分析了美国、欧盟、日本等发达国家和地区对转基因农产品安全保障的相关立法,探讨了其监管模式、监管主体、风险评估、安全检测、标识管理等方面的具体运作,比较了其转基因农产品立法实践的异同,在此基础上,提出了对中国的启示。
Transgenic agricultural products have been widely used in agricultural production as a product of rapid development of modern biotechnology,and provide new ideas for solving the problem of food shortage and environmental deterioration.However,the safety of GM agricultural products has been controversial.In view of this,this paper analyzes the legislation of the safety protection of GM agricultural products in developed countries and regions such as the United States,European Union,Japan and so on.It also discusses the specific operation of regulatory models,regulatory bodies,risk assessment,safety inspection and labeling management.Based on the comparison of the legislation of GM agricultural products between the three countries,this paper gives out suggestions.
