摘要
对我国高职院校内部管理体系现状进行梳理和分析,总结提炼出目前我国高职院校主要存在政治权力、行政权力、学术权力、民主权力等几个主要内部权力。高职院校内部管理体系存在政府管控较多、学校自主权较小、管理体制僵化、运行机制不顺畅等问题。需要完善法律法规和规章制度,坚持依法治校;建立校院两级管理体制,奠定内部治理基础;完善学术权力体系,建立健全学术组织;健全民主制度,完善监督机制的高职院校内部治理结构优化。
By analyzing the present situation of the internal management system of higher vocational colleges in China,political power,administrative power,academic power,and democratic rights in higher vocational colleges were extracted.Based on actual exploration of the main issues existing in internal management system of higher vocational colleges of China,it is suggested to establish laws and regulations,build two levels of governance system,optimize academic power system and establish academic organization,and optimize democratic system and supervision mechanism.
