摘要
伴随着政府改革进入深水区,我国新时期的政务公开呈现出与党的执政责任、政府的信任度紧密关联的政治命题特征,因此考察典型国家在推进政务公开的政治实践中博弈与平衡的脉络,对于我国在更深层次、更高站位认识和解决核心问题具有参考价值。文章选取加拿大、美国、英国、新加坡等四个典型国家作为样本,考察其政务公开政治实践中政府权力与民众诉求、信息公开与保密传统、信息公开与信息安全、信息公开与个人隐私、短期成本与长期收益等五对相关因素的博弈与平衡,透过时代与变革的纷繁复杂,探究变革与选择的逻辑、特征与国情的关联,从殊途同归的共同经验中探寻一般规律,以便更深刻的认识和解决一般规律与国别特征平衡的问题,推动开创具有中国特色和时代内涵的政务公开工作新局面。
With the government reform entering deepwater area, China government affairs publicity in the new era presents the political proposition characteristics of party ruling responsibility and government trust degree closely correlated. Therefore, investigating the game and balance venation of typical countries carrying out government affairs publicity in their political practice has reference value for our country to understand and sovle its relevant core issues at a deeper level and a higher station. By selecting Canada, the United States, the United Kingdom and Singapore as typical country sample and investigating the game and balance between the five pairs of relevant factors in their gov- ernment affairs publicity political practice, i. e, government power and public demands, information publicity and confidentiality tradition, information publicity and information security, information publicity and personal privacy, short-term cost and long-term benefit, this paper studies the correlationship between the logic, characteristics and national conditions in terms of reform and choice, and explores the general laws from the common experience so as to understand deeper and solve the issue of balancing the general laws and national characteristics and create a new sit- uation with Chinese characteristics and times connotation in government affairs publicity practice.
