摘要
公租房建设项目引入PPP模式具有一定的适用性。在探讨公租房建设项目的PPP运作机制基础上,通过政府对公租房承诺回购量的差异,设计三种相应的回报机制,并从风险分配的合理性、银行融资的可行性、公租房的租售主体责任等角度进行三种模式的优劣分析,为我国公租房PPP项目的建设运营提供参考。
PPP model has some applicability in public rental housing construction projects. On the basis of discussing the operating mechanism of PPP model in the construction project of public rental housing, the paper designs three species of returns mechanism based on differences of government's commitment to repurchase quantity of public rental housing, makes a compared analysis of these three species of mechanism from the aspects of the rationality of risk distribution, the feasibility of bank financing, and the primary responsibility for the rent-sale of public rental housing, in order to provide reference for the construction and operation of public rental housing PPP project.
