摘要
基于中国国情,探索了我国基于PIPP模式的公共租赁住房在土地划拨和出让两种情况下的资金运作方式,并以上海某公租房为实例进行了可行性分析。指出基于PIPP模式的公共租赁住房的两种资金运作方式在可行特许经营期内均是可行的,且通过出让方式提供公租房土地实际操作性更强,有利于参与企业抵押融资。最后就其实际应用提出了策略建议。
Based on Chinese national conditions, this essay studies the capital operation method of public rental housing allocation and transfer under PIPP pattern and conducts feasible analysis on the real example of public rental housing in Shanghai. It points out that the two capital operation methods of public rental housing based on PIPP pattern are both feasible in the concession period. It' s more practical to provide land of public rental housing by means of transfer, which is good for mortgage financing of participating enterprises. In the end, it proposes strategic suggestions for practical appliance.
