摘要
新世纪以来,基层文体组织蓬勃发展,一方面显示了社会中蕴含的巨大力量,另一方面也对基层社会的整合提出了挑战。尤其是个体化不断凸显的情势下,既有的基层社会组织管理策略无法适应转型社会提出的新的要求。这导致了基层社会组织管理的混乱、群体对立与社会分裂,甚至引发严重的社会治理难题。不过并没有引起学界足够的重视。本文从文化政治学角度出发,以G街道组建文体协会来管理社区广场舞团体为个案,阐述了"协会"是基层整合的构成要件,体现为协会重塑了基层社会联系网络,推动着基层社会文体活动常态化开展,催化着基层社会共同体认同的形成。分析了协会从促进间接管理、群体动员与社会协同三个方面改变基层社会整合的逻辑。发掘了协会顺应社会性生发以达成社会整合的规律。当然,有必要指出协会式整合仍然面临制度空间小、行动者缺乏能动意识等困境,能否突破这些难题仍然有待于进一步追踪和观察。
Grass-roots cultural and sporting organizations flourish with the coming of the new cun-tury.Which shows the tremendous power of the society on one hand, creats a great challenge on social integration on the other hand. Especially the exsisting social governance strategies couldn’t adapt the new requirements of the transitional society and result in the chaos of grass-roots organizations manage-ment,group confrontation,social department and even more serious problems on social governance without being peculiar noticed by researchers. From the perspective of cultural politics this paper takes it as a case, which is management organization according to formulating the cultural association. At meanwhile, it demonstrate the associations are necessary constitutes of governance. Because Cultural associations re-construct the grass-roots social networks, promote the normal level of cultural and sporting activities and catalyze the formulation of grass-roots communities. The paper also analyzes the logic of asociations that makes some changes in the indirected management,people’s mobilization,social coordination and social integration. Also, we must point out that Integration based on the associations are still short of instition spaces and actors’ enthusiasm. Whether changes would come is still need tracking and observating.
