摘要
目前在城市总体规划编制中,由于出发点不同,城市建设用地规模已经成为地方和上级审批部门之间博弈的主要焦点。在实践中,传统的基于"人地对应"来确定城市建设用地规模的方法与实际情况严重脱节,严重影响了总体规划编制的科学性和可操作性。但这些问题是基层无法解决的,亟需通过完善城市总体规划编制"顶层设计"加以解决。文章提出改变单纯依据人口规模与人均建设用地标准严格挂钩作为城市建设用地规模划定依据的单一做法,应根据城市社会经济发展条件、环境综合承载力和耕地保护要求等多元因素综合确定,并通过加强和改善建设用地规模的底线控制、动态控制和协同控制机制,切实提高城市总体规划编制的科学性和可操作性。
The scale of construction land in urban master plan has always been a focus issue between local governments and superior inspection and approval administration. Conventional "land scale by population" method has been outdated and severely dampened the feasibility of urban master plan. These problems can only be solved by top level design. The author suggests land scale shall be decided in consideration with multiple factors such as socio-economy, environmental capacity, farmland protection etc. Construction land bottom line control, dynamic control and coordination shall be enhanced to improve the rationality and feasibility of urban master plan.
