摘要
目前,我国高等教育评估第三方组织主管部门主要为教育部及各省级政府教育厅(教委),经费主要来源于政府全额拨款,发展面临诸多困境。其行政依附性强,缺乏主体性;组织权威弱,缺乏专业性;管理倾向性强,缺乏服务性。高校学生事务管理第三方评估既是管办评三方分离的产物,也是高校、政府和社会等三者关系的重塑。我国高等教育第三方评估对学生事务管理领域鲜有涉及,还未建立独立、专业、权威的学生事务管理评估第三方组织。基于我国高校学生事务管理的特殊意识形态使命和工作实际,评估内核政治化、权力合法化及模式本土化追求将成为我国高校学生事务管理第三方评估的发展趋向。
Currently,the administrations of third-party assessment organization in China are mainly The Ministry of Education,the provinces and municipalities Department of Education. Its government funding comes mainly from the full allocation. It faces many difficulties. It attached to the administrative and had a lack of subjectivity; its authority and professionalism were weak; Its management orientation was strong and it had the lack of property of service. Third-party assessment of college student affairs management is the product of tube to do a review of the three parties separation,and it is a reshaping relationship of the universities,government and society. Our Third-party assessment of the higher education student affairs management rarely involved,and it was not yet established an independent,professional and authoritative assessment of student affairs management third-party organization. Based on a special Ideological mission and the actual work of College Student Affairs Administration,core politicizing,power legitimizing and mode localizing will be trends of the college student affairs management of third-party evaluation.
