Recent advances and interests in integrated manufacturing have given the integration of CAD, CAPP, CAM a very prominent role as one of the effective agents for achieving the desired aim. A theoretical and complete 3C system model has been developed to support the manufacturing of Shandong Mechanical Factory. The greatest emphasis has been on the theoretical study. The new designing and developing method being suitable for application enviroment variation based on a CIM (Computer Integrated Manufacturing) will be proposed to lay a foundation for its application in the future, so in this paper a 3C system has been built up in the sight of both the automation designing and the developing techniques.
