摘要
当代社会各界对教育质量空前关注,高等职业教育经历了始于20世纪90年代的体制改革、招生规模大扩张、基础设施大建设,在取得了规模与基础发展成就的背景下,办学质量与内涵建设已成为发展的首要任务。文章根据教育"质量"及"质量保证"体系的定义,分析了我国高等职业教育近十年进行的教育质量评价活动,对照高等职业教育以往的两次"评估",提出"质量成果—质量体系—质量文化"质量观的变迁过程,分析了质量文化形成的三个基础层面"物质、行为、制度",有助于确立当前"诊改"工作中的质量观,建设符合高等职业教育特色的质量保证体系。
Nowadays, all sectors of society have paid unprecedented attention to the quality of education. Since the 1990s, higher vocational education has experienced the structural reform, the scale of enrollment expansion and infrastructure construction building. Besides the achievements of the scale and basic devel- opment, education quality and connotation construction are to be the primary tasks of development. Ac- cording to the definition of the quality of education and quality assurance system, this paper has analyzed the higher vocational education of activities of quality evaluation in recent ten years. It demonstrates the change process of quality concepts as "quality outcome-quality system-quality culture". It shows the quality culture is formed by three basic levels as substance, behavior and institution. This paper may help to establish a quality view during the current "Diagnostic Reform" work, and help to build a quality assurance system to match the characteristics of higher vocational education.
