摘要
县域社会治理评价指标体系的建构以善治为目标,在恪守透明、参与、公平、和谐的价值导向下,建立过程性评估和效果性评估两类综合性评估框架。具体而言,从治理过程、治理效果两个维度设计政府治理、社会自发治理、村(居)民自我治理、居民生活质量、社会发展质量五个三级指标,通过对专家访谈和实证检验,尝试筛选出47个可测指标的县域社会治理综合评价指标体系。因此,后续研究需要在权重确定以及数据可获得性方面进行进一步深化,唯有建立县域社会治理综合评价指数,才能稳步推进地方社会治理的科学化和精细化。
The construction of the evaluation index system of county social governance, aiming at good governance and directed by the value of transparency, participation, fairness and harmony, is to set up a comprehensive evaluation framework, including process evaluation and effect evaluation. In this paper the author designs five levels of indicators from the perspectives of governance process and governance effect, namely government governance, social self-governance, self-governance, quality of life and quality of social development. The author, through a series of expert interviews and empirical tests, tries to filter out 47 measurable indicators of the comprehensive evaluation index system of the county social management. Therefore, the follow- up research needs to further deepen the weight determination data availability. Only by establishing the index of the comprehen- sive evaluation of social governance in the county can the scientific and meticulous management of social society be steadily pro- moted.
