摘要
由政府主导的公共工程项目日益成为统筹城乡治理的重要手段之一,是推进城乡经济一体化并镶嵌在村落社会治理中的一个重要变量。此类项目体现了现代国家治理意志在基层社会的意愿,不仅改变了村落社会的观念与意识,加速了村落社会内部的变迁,还凸显了村落社会治理的新公共问题。项目的嵌入彰显了国家在基层社会的治理技术变革,也是国家治理逻辑在村落社会的具体体现,但也带来了新的治理困境与张力。为此,要推动项目在村落社会的嵌入,需要重视国家权力的正当性、权力边界以及权力运行带来的负面影响。
Government- led public projects are becoming increasingly important in coordinating gov- ernance in both the urban and rural areas and now serve as an important variant in promoting economic in- tegration of the urban and rural areas. Led by government, these public projects reflect will of the govern- ment at the social grass - roots and have the functions of changing public opinion in the rural society, speeding up inner changes in the villages and, more importantly, highlighting new public issues in village governance. The practice of embedding public projects is a reform of the State in technique of grass - root society governance and concrete realization of the logic of governmental governance at the grass - root socie- ty. Such embedding practice, however, does not come without difficulties and tension. To promote public project embedding in the grass - rood society, therefore, it is necessary that legitimacy, boundaries of the state power as well as the side effects of its execution be given adequate attention.
