摘要
"高等教育治理体系"是"国家治理体系"总目标在教育领域的延伸。依据系统论、利益相关者理论和社会分工理论的观点,校企双主体办学是社会总系统中教育子系统和经济子系统的两个利益相关者即高校和企业共同实施的一项育人工作。校企双主体办学的治理可理解为"跨越教育界和工商界的校企间关系的制度设计",由于社会分工的不同和总目标的趋同,系统中各利益相关者形成新的治理关系。校企双主体治理关系的形成需要加强文化融合和利益协调,遵循"政策先导、制度为基、责权相配、共治双赢"的逻辑,通过协同互利的路径,走向高等教育治理现代化。
"Higher education governance system" is the extension of the overall objectives "national governance system". According to systems theory, the stakeholder theory and social division theory, the double body school-running is an educational program that is jointly implemented by universities and enterprises who are two stakeholders of educational and economic subsystems belonged to total social system. The double governance of school and enterprise could be interpreted as "the system design of the relationship between schools and enterprises across the education sector and the business sector", due to the different social division and the convergence of overall objectives, the stakeholders in the system formed a new governance relationship. The double governance requires to strengthen the cultural integration and coordination of interests between school and enterprise, follow the logic of "policy guidance, system based, responsibility-power match, win-win governance", and adopt to the path of collaborative and mutual benefit, to move towards modernization of higher education governance.
