摘要
中外宜居城市建设实践历程不同,在宜居理念超前性、先期规划前瞻性、城市风貌完整性、宜居建设系统性以及制度保障执行力等方面都存在明显差异。国外宜居城市建设更重视"可持续发展"原则的贯彻以及宜居城市管理体系的可操作性、实施效果和与规划的契合度,更致力于以城市历史的传承把握未来建设方向,而国内更关注短期内经济及生态效益的获取和在保持历史的基础上创造或革新,强调对城市建设目标的贡献及执行力。我国宜居城市建设应进一步加强专项规划、改善人居环境、注重社区建设、塑造人文环境和发挥制度建设作用。
The Chinese and foreign livable city construction practice course are different, the habitable idea advanced, early planning perspective, urban landscape integrity, livable construction systematic and institutional guarantee execution such aspects exists obvious difference. Livable city construction abroad pay more attention to the principle of ＂sustainable development＂ implementation and the maneuverability of the livable city management system, implementation effect and its integration with the planning, more committed to grasp the future direction based on the history inheritance of the city. The domestic livable city construction pay more attention to the short-term economic and ecological benefits and the creation or innovation on the basis of the history keeping, emphasis on the contribution and execution of urban construction goal. Livable city construction in our country should further strengthen special planning, improve the living environment, pay attention to the community construction, shape human environment and play a role of system construction.
