摘要
随着社会和技术的发展,移动学习逐渐普及,并改变了人们的生活和学习方式。当前,部分发达国家如美国、韩国和丹麦等针对移动学习应用于教与学的发展在政府层面制定了相关政策,并积累了丰富的经验。该研究从政策视角出发,以国际经验为基础,分析移动学习的趋势。首先,各国移动学习政策在基本价值取向上体现了对于享有资源的平等和教育机会平等的重视;其次,各国都意识到基础设施建设在移动学习可持续发展方面的重要性;再次,在推进移动学习的进程中,各国将教师的教育能力提高作为一项重要工作,并将其作为政策文件中的一个重要部分;最后,随着终身教育理念和实践的不断发展,以及移动学习的逐渐深入人心,各国亦越来越重视培养高素质的"数字公民"。
With the development of society and technology, the mobile learning has gradually spread and changed the way people live and learn. Currently, some developed countries such as the United States, South Korea and Denmark have developed relevant poli- cies at the government level for applying mobile technology in the field of teaching and learning, and accumulated a wealth of experi- ence. This research analyzed the trend of mobile learning from the perspective of policy based on international experiences. Firstly, mobile learning policies embody equality of opportunity and resources in education; secondly, all countries are aware of the infrastruc- ture construction as regard to the importance of sustainable development of mobile learning; thirdly, in the process of advancing mobile learning, countries make effort to improve the ability of teachers, which is an important part of their policy documents ; finally, as the continuous development of lifelong education, mobile learning gradually roots in the hearts of people, all countries are paying more and more attention to cultivate high-quality "digital citizens".
