摘要
通过对城固县动物卫生监督工作现状的调查,分析存在的问题;针对存在的问题,采取了加强畜产品质量安全法规宣传、聘用协检员协助官方兽医实施动物检疫、按照实际工作核发镇(街道办)兽医站报检点动物卫生监督工作补助经费、屠宰场实行药残抽检、推行养殖场官方兽医包联制度、强力推进动物安全标识追溯体系应用、动物检疫B证换签A证、出台牛羊屠宰暂行规定落实牛羊屠宰检疫、强化多部门联合执法严厉打击对违法行为等措施。并提出了上级农业主管部门加强与高速公路集团的协调,争取高速公路绿色通道查验动物检疫证明;出台限制或减少长途调运用于饲养和屠宰的动物的频次的政策,降低动物疫病传播风险;优化畜产品质量安全溯源体系,提高畜产品安全保障能力;出台牛羊及家禽定点屠宰管理法规,从法规层面上把牛羊及家禽屠宰检疫工作落到实处的建议。
Investigated the current situation and annlysed the existing problems of animal heath supervision works in Gucheng County and taken the following measures to improve the situation including strengthening the propaganda of quality and safety regulations for animal products,employing assistants to help official veterinarian for animal quarantine, allowancing grant to veterinary station of animal health supervision and inspection according to their actual works, taking drug residue sam- pling in slaughterhouses,implementing the official veterinary system in farms, promoting the application of animal safety identification system,changing animal quarantine certificate B to certificate A,carrying out the interim provisions slaughterhouses to implement slaughterquarantine of cattle and sheep,enforcing the law with other related departments to crack down on illegal behaviorand so on. In addition,we put forward some practical suggestions,such as strengthen the bonds between agricultural departments and expressway groups to get the motorway green channel inspection of animal quarantine certificate; limit or reduce the frequency of long-distance transportation for animal feeding and slaughter to reduce thespreadof animal diseases, Optimize the quality and safety of animal products traceability system to ensure the safety of animal products; implement slaughtering management regulationsof cattle ,sheep and poultry in order to carry out slaughter and quarantine works to practice from the laws and regulations, etc.
