摘要 当今世界,不论是发达国家还是发展中国家,通过加强教育立法,优化制度环境,完善政策支持体系,促进城乡义务教育师资均衡配置。借鉴国外的先进经验,促进我国城乡义务教育师资均衡配置,必须从我国实际出发,坚持以党和政府关于义务教育师资配置的政策为理论指导,加强制度建设,科学修订教师编制标准,健全农村教师补充机制,构建农村教师待遇保障机制,完善城乡教师交流轮岗制度。 In today's world, both developed countries and developing countries are all trying to improve the balanced allocation of teachers of compulsory education in urban and rural areas through strengthening the education legislation, optimizing the system environment and improving the policy supporting system. In order to learn from the advanced experience from foreign countries, and to improve the balanced allocation of teachers in urban and rural areas, we must proceed from the reality of China and adhere to the policy made by the Party and the government on the allocation of teachers in compulsory education as a theoretical guidance, we need to strengthen the system construction, scientifically revise the criterion of teachers' position, strengthen the supplementing mechanism of rural teachers, construct the renumeration mechanism of rural teachers, and improve the exchange and rotation system of urban and rural teachers.
