摘要
在分权框架下分级管理的地方义务教育经费支出的公平问题是人们广为关注的问题,义务教育作为一国保障弱势群体底线公平的基础教育阶段,中央政府应该对义务教育供给实现责任回归。
Equity in compulsory education expenditures under the principle of decentralized administration in local areas is widely concerned under the frame of decentralization. Compulsory education is the basic education stage which ensures the disadvantage have an access to education. So the central government should return the responsibility of compulsory education supply to the local authorities.
