摘要
现制现售水自动售水设备作为一种新生业态,在方便居民的同时,各类投诉和卫生问题随之不断出现,卫生行政部门也投入大量人力物力对其开展监管。为了了解现行监管模式的监管效果,笔者从检测合格率、未备案机器数量、行政处罚数、投诉举报数等方面展开评估,认为现行监管体制存在政府与企业职责划分不清、行政效率低下、违法成本过低等方面的缺陷,并针对性的提出了自己的意见和建议。
The vending machines which sell and make water is a newly born project.The project brings the conve- nience for people, but springs up different kinds of complaints and health problems.The health administrative depart- ment has spent a lot in its regulation.The reporter made a assessment in the qualification rate,the machine quantity, the administrative penalty and the complaints in order to measure the effect of regulation.The reporter consider that the regulation has many disadvantages .The government can not make clear the function between the enterprise and the cost is illegal low.The reporter finally give the purposes and some suggestions.
