摘要
近年来,一系列有关军民融合的政策制定和实施,为民营企业、民用技术和民间资本参与国防科研生产活动赢得了创新机遇。但长期以来由于受各种因素的制约,并没有打破传统的军民"二元结构","民参军"步伐缓慢,"军转民"效果不理想。温州民间资本雄厚、民营企业优势明显,"民参军"有一定基础,温州民营企业应顺势而为,把新一代信息技术产业、激光与光电产业、高端装备制造产业、新材料、新能源五大领域作为军民融合产业发展的重点,积极谋划,深入实施军民融合战略,助推温州产业转型升级。
In recent years, a series of civil-military integration policies have been made and put into effect, which result in innovative opportunities for private enterprises, civilian technology and private capital to be in-volved in scientific research and production of national defense. Over a long time, however, restricted by various factors, the conventional civil-military dual structure remains unbroken; work involving private enterprises in na-tional defensive construction is undergoing very slow progress while efforts involving military enterprises in devel-oping civilian products turn out to be unsatisfactory. Wenzhou has abundant private capital, enjoys evident advan-tages of private enterprises, and has a foundation for private enterprises to be involved in national defensive construction. It is proposed that private enterprises in Wenzhou should follow the current development tendency and focus on the following five major industries in civil-military integration： information technique industry of new generation, laser and photo electricity industry, sophisticated equipment manufacturing industry, new material, and new energy. Great efforts must be made to further put the civil-military integration strategy into practice and to help transform and upgrade industries in Wenzhou.
