摘要
跟踪评价是规划环境影响评价的组成部分,是规划实施中保护环境的重要环节。依据颁布的《环境影响评价法》和《规划环境影响评价导则总纲》解析了的跟踪评价的定义,从跟踪评价与后评价的区别和目标两个方面对跟踪评价内涵进行了深入的分析,在此基础上,阐述了开展跟踪评价的判别原则,确定了跟踪评价的工作内容,提出推进跟踪评价的建议。
Tracking assessment is a part of Planning Environmental Impact Assessment, it plays a critical role in protecting the environment during the whole plan. This article based on already issued The environmental impact assessment law of the People＇s Republic of China and Technical Guidelines for Plan Environmental Impact Assessment, interpreted the definition of tracking as- sessment. Analyzed the connotation of tracking assessment from the difference and target between tracking assessment and retrospective assessment. According to the study, the article expounded the discrimination principle of carrying out tracking assessment, determined the contents of tracking assessment and put forward some suggestions to promote tracking assessment.
