摘要
农地流转绩效评价应充分考虑各利益相关者的利益平衡,同时应考虑短期绩效与长期绩效的平衡。以利益相关者理论为基础,以平衡积分卡评价模式为依据所构建的综合绩效评价模式,充分反映了农地流转对农业、农村与农民的利益影响以及对未来可持续发展的促进。实践案例研究也表明,农地流转对各利益相关者都有着良好的经济效益及社会效益,能切实增加农户收入、提高农业效率、改良农业生态环境与农村社会环境。
Research on performance evaluation of farmland circulation is a new research field, the existing studies are carried out from differ- ent aspects, but it has not establish a systematic evaluation theory and method yet. The performance evaluation of farmland circ^a- tion should take full account of the balance of interests of all stakeholders, and the balance between short-term and long-term performance should be taken into account at the same time. The comprehensive performance evaluation medel, based on the stake- holder theory and the balanced scorecard evaluation n^el, fully reflects the influences of farmland circulation to the interests of agricultural, rural areas and farmers, and the promotion to future sustainable development. Practical case study also shows that farmland circulation for all stakeholders have a good economic and social benefits, it can effectively increase the income of farmers, improve agricultural efficiency, improve the agricultural ecological environment and rural social environment.
