摘要
作为政府面向农村居民提供的一种基本公共产品,新型农村合作医疗制度的稳健运行对于有效化解农村居民的疾病风险、破解"三农"问题与促进城乡均衡发展具有基础性的保障作用。本文基于CGSS2012的全国调查数据分析了农村居民的政府信任、社会资本与医疗保险参保行为之间的关系。研究发现,农村居民对中央政府的信任程度与医疗保险参保行为显著正相关,而对地方政府的信任程度与医疗保险参保行为之间的关系不显著。农村居民的参与网络和互惠规范均与其医疗保险参保行为显著正相关,而社会信任程度与其医疗保险参保行为没有显著的相关性。基于本文的研究发现,进一步提升农村居民对中央政府的信任程度,增强农村居民的参与网络和互惠规范,对于促进农村新型合作医疗覆盖范围的不断扩大和医疗保障制度的持续发展具有重要意义。
As a kind of basic public goods provided by governments for rural residents,the effective operation of the new rural cooperative medical scheme plays an important part in mitigating rural residents＇disease risk,solving the so-called three rural issues and promoting the balanced development between urban and rural areas.Based on a large sample survey data of Chinese General Social Survey 2012（CGSS2010）,this paper quantitatively studies the relationship among rural residents＇trust in governments,social capital and their participation in health insurance.Results show that,rural residents＇trust in the central government is significantly and positively associated with their participation in health insurance,while rural residents＇trust in local governments and their participation in health insurance show no significant relationship.Participation networks as well as reciprocity norms of rural residents show a significant and positive association with their participation in health insurance,while no significant correlation between rural residents＇social trust and their participation in health insurance is observed.Based on this study,in order to realize the further expansion of the coverage and the sustainable development of the new rural cooperative medical scheme,it is necessary to further improve the rural residents＇trust in the central government,expanding their participation networks and strengthening reciprocity norms.
