摘要
随着中国现代化进程的不断深入,乡村社会的治理环境也在发生变化,如何利用非正式制度优化乡村治理成为愈发重要的议题。本文利用中国家庭追踪调查(CFPS2014)数据对非正式制度、公共物品供给与农村居民对官员的信任进行了理论验证,发现:首先,非正式制度对公共物品供给有显著的积极影响;其次,公共物品供给水平的提升,可以提高村民对当地官员的信任程度;最后,在非正式制度对官员信任的影响过程中,公共物品供给是重要的中介因素。上述发现的理论意义在于,影响公众政治信任的文化路径也可以通过制度机制起作用;政策启示在于,基层政府应当在理性设计与严格实施正式制度的同时,重视乡村宗族等非正式制度的组织力量,努力发挥非正式制度在乡村治理中的重要作用。
The governance systcm of rural China is changing with the deepening of the modernization process.The issue that how to link informal institutions with bettering rural governance has become increasingly important.To test our hypotheses,this paper uses the data of Chinese Family Pancl Studies(CFPS2014)to do empirical analysis.We found that:(1)the informal institution has a signi ficant positive impact on the supply of public goods;(2)the improvement of public goods supply can enhance the villagers'trust in local officials;(3)the supply of public goods is an important mediating factor in the process of the influence of informal institutions on trust in officials.The theoretical significance of the above findings lies in the fact that the cultural path affecting public political trust can also play a role through institutional mechanism.Morcover,we suggest the grass-roots government should attach importance to the organizational strength of informal institutions when designing and strictly implementing formal institutions.
