摘要
改革集体土地产权制度,实现所有权、承包权、经营权三权分置,引导土地经营权有序流转,实现适度规模经营,是当前发展新农村集体经济发展的重要道路,也是增加农民收入、提升农业效益的重要措施。本文基于安徽省市面板数据,测算各市农地最优适度规模经营面积。研究表明,各市农地规模经营仍有较大发展空间,农业劳动力转移程度和社会保障水平提高有助于农地规模经营。安徽省应深化集体土地产权制度改革,培育新型经营主体,促进土地规范流转。
Reform the property system of collective land system to separate the land ownership rights, tenure rights and man-agerial rights. Guide the transferring of land use rights orderly,to achieve moderate scale land operation, where it is an im-portant way to not only develop the new rural collective economic, but also increase farmers/ income and the efficiency of ag-ricultural. Based on the panel data of Anhui Province,The paper estimates the most appropriate area of scale land operation. The Study has shown that there are enough capacity to operating scale land. The level of labor transferring and social securi-ty can help improve the level of land scale operation. Anhui should deepen the reform of the system of collective land proper-ty ,and cultivate new agricultural operators to improve the level of rural land transfer.
