摘要
软件国产化已经成为国家安全的重要组成部分。软件国产化是我国软件产业领域的一个重要议题,在推进软件国产化过程中,应该充分利用技术路线图实现技术、资源、市场的科学合理配置,把握软件产业技术发展规律,实现资源整合与研发协同,提高软件产业融合创新与抗风险能力。文章在分析我国软件产业发展现状的基础上,利用工信部印发的软件产业技术数据,绘制了软件产业发展路线图,探讨了软件国产化发展路径,并有针对性地提出软件国产化的对策建议:第一,加快建立以企业为主体、市场为导向、"产研-协金-政社"相互协作的产业生态体系;第二,完善人才吸纳机制和奖励机制,加快软件人才队伍建设;第三,建立专项扶持基金,加强政策和体制机制的综合设计。
Software localization has played a significant part in national security. It has become an important issue in Chinese software industry. In the process of promoting the software localization, the technology, resources and market can be allocated scientifically and properly through making full use of the technology roadmap. Meanwhile, the rules of technological development, the resources integration and RD synergies, the ability of the integrating innovation as well as resisting risk of the software industry can be achieved.In this paper, by using technology data of software industry published by MIIT, drawing software industry development roadmap, discussing software localization development path, which is on the basis of analyzing the current situation of the development of software industry in China, there are some countermeasures and suggestions： first, to accelerate the establishment of industrial ecology system,which is dominated by enterprises, guided by market, based on the coordination of industries, research institutions, industry associations, financial organizations, the government as well as the society; second, to improve the mechanism for attracting and rewarding talents and to accelerate the construction of software talents; third, to set up special supporting funds and to strengthen the comprehensive design of policy and institutional mechanisms.
