荷兰高校院系质量管理质性研究述评

A Review of the Qualitative Study on Quality Management in University Teaching Departments in the Netherlands

摘要 在当前高等教育内涵发展研究中,荷兰高校院系质量管理研究值得关注。其质性研究以教职员为对象,以高效和低效院系的异同比较为主要方法,考察教职员对质量概念、质量管理和组织价值观的认知。结果发现,两类院系的不同点在于实践层面:高效院系实行结构化质量管理,并与日常工作融为一体,同时坚持将首选组织价值观落到实处,有效促进教学质量的提升。研究建议,构建一种崇尚合作、开放交流、富有弹性、注重外部导向的组织文化。 For the study of connotation development in higher education now, the studies on quality management in university teaching departments in the Netherlands deserve attention. Such qualitative studies focus on teaching staff and compare differences and similarities between effective and less effective departments so as to investigate into teaching staff' s conceptions and perceptions over quality conception, quality management and organizational qualities. The result shows that the differences between the two kinds of departments concern practice: in contrast with less effective departments, effective departments carry out structural quality management, which become a part of day-to-day work and help to better teaching quality. In addition, effective departments can always put the preferred organizational qualities in practice. The studies suggest constructing an organizational culture of teamwork, open communication, flexibility and external-orientation.
