摘要
随着知识经济的到来,科技创新成为推动经济发展的重要力量。本文运用投入产出理论,以科技创新两阶段为视角,利用数据包络分析法对我国27个城市科技研发效率和成果转化效率进行实证分析。结果表明,我国城市的科技研发效率略微高于成果转化效率,但仍具有协同提升的空间。基于此,提出高效集约型创新效率的城市应该将创新效率逐步转化为创新质量;研发效率较低而成果转化效率较高的城市应该推进集约化创新;研发效率较高而成果转化效率较低的城市应该优化科技成果转化环境,加速科技成果产业化进程;研发效率和成果转化效率都较低的城市,要改变低效粗放型的创新模式,加大科技创新的投入力度。
With the advent of knowledge economy, science and technology innovation has become an important force in promoting economic development. By using the input-output theory and the data envelopment analysis method, in the two stages of scientific and technological innovation, the paper makes an empirical analysis on science and technology R&D efficiency and achievement transformation efficiency of 27 cities in China. The results show that the science and technology R&D efficiency is slightly higher than the transformation efficiency, but still has to enhance collaborative space. Based on this, the paper puts forward some countermeasures and suggestions to improve the efficiency of urban science and technology inno vation in our country.
