摘要
随着数字文化产业的崛起,具有知识密集型特点的动漫产业已成为我国新的经济增长点。动漫产业的快速发展不仅满足了人们精神文化需求,还促进了我国文化产业业态的多元化。利用2010-2017年全国动漫企业基本情况数据,通过构建政府补贴的创新绩效评价指标体系,运用实证分析方法对动漫企业政府补贴的创新绩效进行了评价。研究发现:政府补贴对动漫企业创新活动的经济效益有促进作用,但存在3年的滞后性。政府应当加大对动漫企业研发活动的补贴力度,实施持久性的补贴政策,强化补贴资金的监管和使用机制;同时,动漫企业也应该进一步提高政府补贴的资金使用效率,不断提升动漫企业创新能力。
With the rise of digital cultural industry, animation industry with knowledge-intensive characteristics has become a new economic increasing point in China. The rapid development of animation enterprises satisfies people’s spiritual need, and it also promotes the diversification of Chinese cultural industry. Based on the data of animation enterprises, the research constructs an index system and uses empirical approach to evaluate the innovation performance of government subsidies in animation enterprises. It is found that government subsidies play a role in promoting the innovation performance of animation enterprises, but there is a three-year lag with the output of innovation achievements. In order to gradually improve innovation level of Chinese animation enterprises, we put forward the following suggestions. Firstly, the government should increase the subsidies for innovation activities of animation enterprises and implement persistent subsidy polices.Secondly, it also should strengthen the supervision and application mechanism of government subsidy. Finally, at the same time, animation enterprises should improve the use efficiency of government subsidy, and continuously improve the innovation ability of animation companies.
