摘要
从PPP模式产生的背景和推广PPP意义出发,借鉴PPP模式失败的案例,分析政府和社会资本合作项目落地难的原因和风险因素,并基于PPP项目风险因素,从专业角度对PPP项目存在的投资风险提出相应的对策。
The paper,firstly describes the background and significance of the PPP pattern and summarizes its experiences of success and failure cases; then analyzes the causes of its hard landing; finally,puts forward corresponding countermeasures of PPP＇s risks. The paper has deeply studied and explored the risk based on the PPP project,and proposed the framework of risk management in whole course for PPP project.
