摘要
按照我国化解产能过剩矛盾的部署,各地开展企业退城入园、退城进郊工作,工业园区逐渐成为流域水污染防治系统的集成单元。为从源头对我国海河、太湖流域工业水污染进行防治,采取深入调研等形式,分析工业园区规划建设与环境准入以及园区环境运营管理一体化等方面的问题和成因。通过系统分析我国园区规划环评与项目环评难以有效联动发挥准入作用的成因,结合当前工业园区环境管理政策形势,给出制定配套准入政策、加强三方管理运营、推动建立"三圈"循环体系和推动工业园区环境保护与园区管理"一体化"的建议。
In order to implement source control of industrial water pollution of Haihe River,Taihu Lake,serious problems was found. Through analyzing why the Park Planning EIA and project EIA are difficult to linked effectively and play a role in accessing,with the current industrial park environmental management policy situation,four suggestions—developing supporting access policy,strengthening the tripartite management operations, promoting the establishment of ＂three circles ＂ recycling system environmental protection and promotion of industrial parks and park management ＂integration＂proposal were given.
