摘要
"多规合一"为生态文明建设提供了良好契机。基于生态文明理念,对"多规合一"的推进和生态环境要素的参与划分了不同阶段,提出近期注重空间整合基础上的目标衔接和环境准入,远期强调政策协调和生态环境全过程参与的总体思路。同时,以德清县为案例探讨了近期"多规合一"的实现路径,并对远期实现路径进行了构思,以期为我国"多规合一"和生态文明建设工作提供参考借鉴。
＂Multiple planning integration＂ provides a good opportunity for the construction of eco-civilization. Based on the concept of eco-civilization,different stages of the promotion of ＂multiple planning integration＂ and the participation of eco-environmental elements were divided,and a general idea which emphasizes target cohesion and environmental access based on spatial integration in the near future,and policy coordination and whole-process participation of eco-environment in the long term was proposed. At the same time,taking Deqing County as a case,the realization path of ＂multiple planning integration＂ in the near future was discussed,the realization path in the long term was conceived as well,which may provide useful reference for the operation of ＂multiple planning integration＂ and the construction of eco-civilization in China.
