摘要
清江流域渐进式的水电梯级开发对自然生态环境和社会生态环境扰动强烈,一定程度上影响了流域的连续性、稳定性和多样性特征,深刻改变了清江流域的自然环境、社会经济结构及人文风貌。介绍了清江流域水电梯级开发概况、现有保护对策的失范表现以及梯级开发对生态因子的累积影响,从工程措施、生物措施和综合管理等3个方面,提出了清江流域梯级开发环境保护对策的优化建议。
The gradual hydropower cascade development in Qingjiang River Basin has strong disturbances on natural environment and social ecological environment, and to a certain extent, it also has affected the continuity, stability and diversity of watershed. The hydropower cascade development has profoundly changed the natural environment, social-economic structure and cultural landscapes of Qingjiang River Basin. The general situation of hydropower cascade development in Qingjiang River Basin, the anomie of existing protection policies and the cumulative impacts of cascade development on ecological factors are analyzed, and the environmental protection measure optimizations are proposed from three aspects of engineering measures, biological measures and integrated management.
