摘要
基于福建省南平市饮用水水源地保护区周边农村427户农民的实地调研数据,通过有序Probit回归模型分析不同收入水平农户改善生活环境愿望的强烈程度、环境偏好及其影响因素差异,为更有效地开展水源地保护区环境保护和治理工作提供依据。调查表明,村庄到县城的距离是影响不同收入层次农户对农村环境治理效果评价的共同因素。村庄类型、劳动力数量、耕地面积、年龄、政策支持、环境政策执行评价、村委组织动员评价、农村环境治理参与的重要性以及参与方式对部分收入组别的农户评价产生了不同程度的显著影响。据此,提出应强化基层政府在农村环境治理中的承上启下功能,构建开放、参与和合作的农村环境多元社会共治格局,并建立以农户需求为依据的农村环境治理供给机制等政策建议。
Based on the field survey data of 427 farmers＇ questionnaires in drinking water sourcing buffer zone in Nanping City of Fujian Province, through the ordered Probit model, this article analyzes the intensity, preference and influential factors of living environmental enhancement of farmers with different income levels. It aims at to provide a scientific basis for improving the environmental governance effect in drinking water sourcing buffer zone. The results indicate that most of farmers consider the effect of living environmental treatment to be desirable. It shows that the distance from village to county is the common factor of farmers＇ evaluation to the living environmental governance. In addition, the village type, number of labor force, area of arable land, age, policy support, evaluation of environmental policy implementation, evaluation of village committee organization, the importance and ways of participation in rural living environmental governance, have the significant impact on part of farmers with different income degrees. Accordingly, it puts forwards that we should strengthen the essential functions of grassroots government in rural living environmental governance, build an open, participating, cooperative pattern of living environmental governance, and set up the rural living environmental governance mechanism based on the different farmers＇ demands.
