高校行政权力与学术资源配置——基于国家社科基金项目微观数据的实证分析 被引量:6

摘要 在当前教育领域传统的一元行政权力结构模式的背景下,行政权力在获取学术资源的过程中依然扮演着非常重要的角色。本文基于逐条手工整理的2008年和2013年国家社科基金项目的微观数据,实证分析行政权力与高校教师学术资源获取的关系。研究结果显示,除个人禀赋、申报单位的声誉和所处的地区会对学术资源的获取产生影响外,行政权力也会对学术资源配置产生干扰作用:行政级别越高,越容易获得项目的资助。研究还发现,行政级别越高对更高等级项目的追求意愿越强烈,并且越是等级高(资助额大)的项目,行政权力的影响越大。研究对于规范行政权力对学术资源配置的影响,优化学术资源配置效率,保障学术权力的独立性具有重要的政策含义。 Under the current background of the traditional unitary administrative power structure in the field of education, administrative power still plays a very important role in the process of accessing academic resources. Based on the manual sorting NSSF projects' micro- data of 2008 and 2013, this paper empirically studies the causality between administrative power and academic resource of university teachers. The results show that on the top of personal endowment,the applicant entity's reputation, the regions, and the administrative power interfere with academic resource allocation as well. The higher the administrative level, the easier access to project funding, and the more strongly willingness to the higher level projects. It turns out that administrative power has a greater impact on the higher level projects than the lower ones. The research owns great policy implications to the regulation of the administrative power's intervention, the optimizing of the efficiency of academic resource allocation, as well as the guarantee of the independence of academic power.
