摘要
基于新公共管理理论和资源基础理论,从知识管理视角探究政府部门领导的企业家精神、社会资本对创新绩效的作用机制。通过对华东地区43家单位中212个部门的调研发现:领导的企业家精神正向影响部门创新绩效,部门社会资本与其创新绩效相关性不显著;部门知识管理能力在社会资本与创新绩效中发挥完全中介作用,在领导的企业家精神与部门创新绩效中发挥部分中介作用。
Based on new public management theory and resource-based view, this paper explores the effect of entrepreneur- ship and social capital on innovation performance in public sectors on the perspective of knowledge management. By the in- vestigation on 212 departments of 43 units in east China, it finds that entrepreneurship has a positive effect on innovation performance, the relationship between social capital and innovation performance is not significant; the capability of knowl- edge-management totally mediates the effect of social capital on innovation performance and partly mediates the effect of en- trepreneurship on innovation performance.
