摘要
在我国正在快速发展的农业规模经营中来自农村社区之外的资本群体大量进入农业生产领域,此种形式的农业规模经营正在深刻改变着农业经营的社区嵌入性,使其日渐脱嵌于农村社区。农业规模经营的去社区化集中体现在农业经营主体的外来化、农业经营方式的短期化和农业生产关系的理性化三个方面。资本渗透和行政推动构成了这一过程的基本驱动力,两股力量虽然推动了农业现代化,却对农村社区及其成员利益造成了严重侵蚀。亟待构建和践行"社区本位的农业规模经营",在我国农业规模经营发展中需要更加尊重农村社区及其成员的意志,节制工商资本和规范地方政府行为。
In the process of rapid development of agricultural scale operation,the capital groups from outside the rural community have poured into the agricultural production. This form of agricultural scale operation is profoundly changing the community embedment of agricultural operation,and making it increasingly un-embedded from village communities. The removing of community of agricultural scale operation manifest primarily in the following three aspects: the adventives tendency of agricultural operation entities,the short-term tendency of agricultural operation mode,and the rationalization of agricultural production relations. The capital penetration and administrative promotion together constitute the basic driving force of this process. While these two forces promote the agricultural modernization,but seriously eroded rural communities and the interests of its members. Therefore,there is an urgent need to establish and practice the community standard agricultural scale operation. To this end,we need greater respect for the will of the rural communities and their members,control the capital of industrial and commercial and regulate the behavior of local governments.
