摘要
高等学校设备招标采购是改善学校资源配置、节约资金、提高效益的重要手段,同时也是一项复杂的系统工程。高等学校招标采购前期管理工作是整个招标采购的重要环节,招标采购前期准备工作管理与组织质量直接决定招标采购质量。随着高等学校招标采购工作的不断深入与拓展,也暴露了一些问题。笔者通过总结多年招标采购经验,对高等学校招标采购前期管理工作存在问题进行了阐述,并针对这些问题提出了建议及解决方法,加强了高等学校设备招标前期管理工作,以期对招标实践有一定的指导借鉴作用。
University equipment bidding is an important means to perfect school resource allocation, save money and improve efficiency, but it is also a complex system project. Preliminary management work of universities bidding and purchasing is an important part of the entire process and management and organizing quality of preparatory work directly determines the quality of bidding. With deepening and expansion of university bidding work, some problems were exposed. The author concludes many years’ bidding experience, expounds problems in the preparatory work of university bidding and purchasing, and puts forward some suggestions and solutions to these problems to enhance preliminary management work of university equipment bidding, hoping to provide some guidance reference to bidding practice.
