摘要
吉长铁路是清末借日资修建的一条国有铁路,曾因工程延误倍受舆论关注。从任职仅6个月的吉长铁路总办李凤年言行切人,发现该铁路开工即是"问题工程":前总办傅良佐用人不当,隐患众多;李凤年接替后草率改革,导致工程近乎瘫痪,不仅与日本总工程师曲尾辰二郎关系破裂,还放任工程腐败。面对日本对吉长铁路的觊觎,以总办为首的吉长路局官员没有以国家利益为重,工程腐败导致决策失当,造成了工程延误。该事件虽然客观上延缓了日本掠夺中国资源的行动,但与民族主义意识及行为无关,它揭示了并存于中日两国间及清朝官僚体系内部的双重利益纠纷。
Jichang railway was built with Japanese loan in the late Qing.Its construction delay caused much attention.Take the director of Jichang Railway administration Li Fengnian as the cutoff point,we can see there had been big problems at the beginning.The former director Fu Liangzuo used improper men,and then Li Fengnian's reform was so hasty that led to the rupture of the relationships with Japanese chief engineer Magario Tatsuziroum,and widespread engineering corruption,which directly caused this event The officials of Jichang railway administration attached more importance to personal interests,and their improper decision delayed the predatory behavior of Japan objectively,but in fact had nothing to do with nationalism.We can find a complex interests distribution through the whole incident,which was not only between China and Japan,but also had been embedded in bureaucratic system of the Qing dynasty.
