摘要
为了深入了解学校体育存在的问题,剖析影响学校体育改革与发展的制约因素,从基层调查的视角,运用叙事研究法、实际考查法对"国培计划2015"中小学体育教师培训置换脱产研修项目中派出的48名硕士研究生及置换的48名一线体育教师以及河南省4市18县的12所县城中小学和36所乡镇中心学校部分校长、家长和教育行政管理人员开展调研工作。调查结果表明,目前基层学校体育实践中仍然存在一些问题,如体育课开课不足、上课不规范,早操和课间操流于形式、过于简单,课外体育活动少、开展难,体育场地条件差、器材设备匮乏,专职体育教师严重不足等一系列问题。针对这些问题,通过深入地研讨与反思,认为制约学校体育改革与发展的内因是"人",包括校长、体育教师、学生、家长以及各级行政主管领导等教育相关利益者,外因是教育体制和学校体育政策。其中,教师因素至关重要,是学校体育改革与发展的突破口。
The purpose of this research was to deep understand existed problems of school physical education and to analyze factors that restrained its reform and development. In the perspective of grassroots investigation,it investigated 48 graduate students,who participated in"National Training Plan 2015"as physical education teachers in middle schools and primary schools,and 48 physical education teachers who were replaced from the frontline,and some school principals,parents and educational administrative personnel in 12 primary schools and 36 township center schools in 4 cities of Henan province,by the methods of narrative research and field survey. The results showed that there are some problems existed in basic school physical education practice,such as lack of course,nonstandard teaching,morning exercises and mid-classes break exercise becoming a formality and too simple,few extracurricular physical education activities and hard to carry out,poor playground condition and lack of equipment,and serious shortage of full-time physical education teacher. With deep discussion and thinking on these problems,this paper divided the reform and development constraints of school physical education into two types,internal factor and external factor. The internal factor is people,including the principal,physical education teacher,student,parents,and the administrative leadership at all levels. The external factors are education system and school physical education policy. Among these factors,the factor of teacher is very important,and is the breakthrough point of school physical education reform and development.
