摘要
为了梳理国内训练单位基地化建设内涵与实践发展历程,厘清基地化建设的目标与发展内容;并在资源配置理论视域中,将训练单位基地化建设的现状考察细分为训练管理、科研服务、文化教育和生活保障等4个方面,对其资源配置水平进行量化分析。主要采用文献资料法进行已有研究成果的梳理;结合问卷调查法对训练基地的资源配置情况进行实地考察和个案分析。研究发现:国内训练单位会进入一个以质量提高为核心的内涵增长模式。本土一流科研团队的打造、运动训练与科研服务匹配度的调适、多元人才培养机制、信息服务平台的构建应成为基地化建设的重要内容。建议:制定出台《国内训练单位基地化建设综合指标体系》,明确目标管理导向下基地建设的标准化实施内容;构建多元投入的经费保障机制;打造专业复合型团队;探索科学量化绩效管理模式。为当前我国训练基地的建设与发展提供合理参考。
This research combed connotation and development progress of China training base construction,and clarified target and development content of base construction. In the perspective of resource allocation,this research analyzed training management,research service,education,and life support of base construction,and made a quantitative analysis to its resource allocation level. The current research was combed by literature review,and the resource allocation of base was analyzed by questionnaire. This study found that China training section will move into a connotation development model that focuses on quality improvement. Outstanding research team construction,training and research match adjustment,plural talent training mechanism,and information service platform construction will be the important contents. The suggestions were enacting"China Training Base Construction Comprehensive Index System"to clear base construction implement content under target manage direction,constructing plural fund guarantee system,constructing professional and composite team,exploring the scientific quantitative performance management model. This study provided a reasonable reference for the construction and development of our country's training base.
