摘要
通过梳理北京市朝阳区主要基层水务工作,找到各项工作易发生的风险点,采用层次分析法对可能的风险进行了定量评估和分析,确定了风险较大的基层水务管理工作主要出现在水资源费征收、管水员管理和节水举报案件处理上,并且其中最易出现的风险点分别是罗仪表运行及查表、管水员考核制度落实和管辖异议,并结合实际工作,提出了有针对性的防控措施。
Risks associated with water affair management at community level are examined by means of Analytic Hierarchy Process （AHP） for quantitative evaluation and analysis to possible risks. According to the ease of Chaoyang District in Beijing Municipality, it is found that the risks are mainly associated with metering of water resources fees, staff of collecting water charges and settlement of reported cases for waste of water. The risks are most likely to appear when ROM meter is being used and lookup or lacking of performance evaluation to staff of colleting water charges or having jurisdiction objection. Concrete measures are proposed for risk prevention combined with practical work.
