摘要
智库即智囊机构,也称"思想库",为决策者在处理社会、经济、科技、军事、外交等各方面的问题出谋划策,提供最佳理论、策略、方法、思想等的公共研究机构,被称为政府的"第四部门"。智库是现代决策体制的产物,已成为国家软实力的重要组成部分。加强河北省新型人才智库建设,首要目的是坚持为省委、省政府决策服务。围绕中心服务大局,专注于为省委、省政府建言献策这个"专项",就决策急需的重大课题集中力量研究,以地方高校带头地方智库建设为研究突破口,提供具有前瞻性、建设性、可操作性的政策建议。
Think Tank, which is called the forth branch of government, is a public research institution that offers the best counsels such as theory, strategy, method and idea to decision makers in all around areas. As the product of modern decision-making system, Think Tank has been an indispensable part of national soft power. With analysis of local universities,this paper shows that concentrating on the major issues needed in decision-making to serve the Party and the government is the main purpose of Think Tank construction. As a breakthrough in the research, local universities should lead the construction to provide perspective, constructive and practical proposals.
