摘要
资源型城市是我国重要的战略保障基地,其绿色增长能力成为彰显国家绿色增长水平的重要途径。本文构建了以社会经济、资源环境、生活质量为基础系统,以政策支持为交互系统的资源型城市绿色增长评价模型,以2000-2013年17个典型资源型城市为研究对象,运用三角模糊熵组合赋权的灰色关联投影方法测算绿色增长指数,进行绿色增长能力评价。研究结果表明:三角模糊熵组合赋权的灰色关联投影法是评价资源型城市绿色增长能力的有效方法。国家相关政策的颁布实施是促进资源型城市实现绿色增长的主要动力。中国资源型城市绿色增长能力不断提高,依据绿色增长能力的大小,可将中国资源型城市划分为创新升级型、发展成熟型、稳步提升型和意识崛起型四个发展类型。
Resource- based cities are important strategic safeguard bases of China,and their green growth capability is an effective way to demonstrate its national green growth capacity. This study has constructed the green growth evaluation model of resource- based cities,which takes social economics,resources and environment,and quality of life as basic systems,and takes policy support as an interactive system. The empirical study was conducted based on the data of 17 important resource- based cities during 2000- 2013 using the Grey relation projection approach and triangular fuzzy entropy,and the green growth indexes for the cities were then calculated. The results indicate that the combined triangular fuzzy entropy and Grey relation projection method is an effective approach to evaluate the green growth capability of resource- based cities; implementation of national policies is a major motivation for resources city to realize green growth; the green growth capacity of the resource- based cities was constantly improved; and the resource- based cities can be divided into four types according to their green growth capacity,namely those upgraded by innovation,those maturely developed,those rise steadily,and those with rise of consciousness.
