摘要
国家级新区是新时代下国家重大战略安排,是产城融合、多规合一等最新政策的先行试验区,在全国经济发展中承担着重大任务。国家级新区的发展方向和进程既受到国家和民众的巨大期许,也承受着巨大压力。在当前全国全面实施生态红线工作的基础上,研究国家级新区的功能区规划和绿色增长能力,能为后续国家级新区以及其他行政区域发展给予建设性的政策建议。国家级新区在功能区规划上必须执行生态环境规划先行的原则,在环境规划的基础上制定产业规划、住宅规划等;国家级新区经济增长必须执行严格的产业准入负面清单制度,并配套相关的环境管理手段和措施、严格的环境督查和环境处罚制度、高效的服务型政府改革等,以实现绿色增长。
State -level new areas represent the national major strategic direction of open and reform in the new Era, are the pilot area of latest policy such as production - city integration, multi - planning united, undertakes the important task in the national eco- nomic development. State - level new areas face with great expectations and pressure from the government and people. In the current, researching the function area planning and green growth in the state - level new areas can provide constructive suggestions for the subse- quent state - level new areas and other administrative areas on the basis of full implementation of ecological line work throughout the country. Specifically, state - level new areas should insist on the principle of ecological environmental planning first than other plan- ning, like industry planning and residential planning; state-level new areas should carry out strict industry access negative list, Supplemented by enhancing the related environmental management measures, strictly Environmental inspection and environmental punishment, efficient service oriented government reform, etc. in order to achieve green growth.
