摘要
十八届五中全会和国家"十三五"规划建议提出加快建设主体功能区,强调发挥主体功能区作为国土空间开发保护基础制度的作用。分析安徽省主体功能区制度建设的意义、现状和存在问题,从完善主体功能区规划体系,落实主体功能区配套政策,创新绩效考评制度和"多规合一"机制,构建监测、评价与预警体系等角度提出加快安徽省主体功能区建设的对策。
In the Proposal on Fifth Plenum of the 18th Central Committee of the Communist Party and Formulation of the 13th Five-Year Plan for national economy and social development, Major Function- Oriented Zone （MFOZ） was raised to a higher level position of fundamental institution function in China＇s land development and protection system. This paper first analyzed the importance, construction status and several problems of construction of MFOZ in Anhui province. It then proposed the countermeasures and suggestions as to perfecting the MFOZ system, implementing the MFOZ Supporting policies, innovating mechanism of performance appraisal and ＂multiple plans integration＂, and building MFOZ monitoring and evaluation and early warning system.
