摘要
主体功能区规划作为宏观层面的战略性规划,是国土空间规划编制中优化空间总体格局、引导区域协调发展的重要依据,同时主体功能区规划需要借助国土空间规划落地实施。文章通过梳理主体功能区规划的概念及存在的问题,制定主体功能区的细化方案,并以青岛市西海岸新区为例,在落实国土空间全域全要素的治理要求的基础上对主体功能区基本单元进行细化分类,提出各类分区的发展指引,制定管控单元图则等策略,保障规划的实施落地。研究成果作为国土空间规划成果的重要组成部分,为其他地区的国土空间规划编制提供了重要参考,同时为青岛市西海岸新区"一核三区"空间战略落地和实现高质量发展目标提供支撑。
As a macro strategic plan,major functional zone is a basis for spatial layout optimization and regional development coordination in territory spatial planning,and needs to be consolidated at basic level of land-space planning.Combined with zoning in territory spatial planning,the paper studies the major functional zones in the west coast new district and divides them into 6 kinds;specifies basic units of major functional zones under whole area and all elements governance requirements,proposes development guidance for different kinds of zones,and makes statutory charts to ensure the implementation of planning.The study result is an important part of territory spatial planning,provides reference for city level territory spatial planning,and supports the realization of high quality development and spatial strategies in the new district.
