摘要
由于无机化学工业行业执行的原污染物排放标准的针对性不强,排放控制要求宽松,不能满足国家环境保护和行业健康发展的需求,环境保护部和国家质量监督检验检疫总局联合发布了《无机化学工业污染物排放标准》(GB31573—2015)。通过从标准制订的必要性以及标准适用范围、限值确定的依据、标准实施的环境效益和达标成本等方面进行论述,对该标准主要内容进行了解读。
Released by Ministry of Environmental Protection and General Administration of Quality Supervision, Inspection and Quarantine of the People ’ s Republic of China,Emission Standards o f Pollutants for Inorganic Chemical Industry （ GB 31573 - 2015） took effect, 2015. Because the former emission standards implemented in inorganic chemical industries had the problems such as lack of pertinence and loose requirements for emission control, it cannot meet the demand of environmental protection and healthy industry development. Besides introducing its necessity and significance, this paper also interpreted the standards in terms of the application scope, basis of the limit value determination, environmental benefits, and economic costs of implementation.
